- William J. Hopkins enjoyed a distinguished career including being Director of Delaware State Parks. He had forty (40) years of progressively responsible Federal, State and local government experience in the management of administration of outdoor recreation programs and supervision of state park systems (Ohio, Delaware, U.S. Bureau of Outdoor Recreation). Twenty-seven (27) of those years were with Delaware State Government experience, including six (6) years as State Park Director with focus in the administration, planning, policy development and inter-agency/inter-governmental coordination. He has extensive experience in issue resolution, policy development and coordination between Federal, State, and local agencies, committees and councils, advisory and planning groups, and served as Chairman of various gubernatorial task forces. He is presently serving on various Federal and State-level organizations representing the State of Delawre, i.e., President of NASORLO (National Association of State Outdoor Recreation Liaison Officers); NASPD Legislative Committee Chairman (National Association of State Park Directors); GWCVB Board of Directors Secretary (Greater Wilmington Convention and Visitors Bureau).

- Mr. Hopkins was a member and Chairman (1980 and 1989) of Board of Regents for the Maintenance Management School, co-sponsored by the National Recreation and Parks Association and North Carolina State University. He has been an instructor and/or regent since inception of the school in 1971. He also is a member of the National Recreation and Parks Association and served on National State Advisory Service Committee 1983 to 1985, Vice Chairman in 1983 and Chairman in 1984.

- He has also served as President of the National Association of State Outdoor Recreation Liaison Officers; is a member and has been Chairman of Legislation Committee of National Association of State Park Directors; and a member of the Delaware Recreation and Parks Society (charter member and have served as Chairman of various committees including but not limited to Legislative, Certification, Membership, etc.).

- He received his education at Ohio University, Athens, Ohio (1950-1951), Ohio State University (1949-1950); and Alexander Hamilton Business Institute (1954-1956). Since 1980 he has been an Instructor, University of Delaware, where he planned and developed a course in Park Facility Management for Junior/Senior level students). Since 1970 he has been an Instructor and Vice-Chairman, Maintenance Management School, North Carolina State University, (served two years as Chairman of the Board of Regents and has also served as a Board Member and Instructor).

- Mr. Hopkins has won several awards including the Cornelius Amory Pugsley State award (1990) for outstanding leadership in the development and implementation of policies governing the State Park Program for Delaware; Land and Water Conservation Fund Award of Excellence (1988) for distinguished service for outstanding contributions to the protection and development of outdoor recreation opportunities for present and future generations of Americans; the Chairman Award (1980 & 1989), Maintenance Management School, North Carolina State University; and the Fellow Award, Delaware Recreation and Parks Society (1977), in recognition of exceptional service in the cause of recreation and parks. In addition, he received a commendation from Coalition for Natural Stream Valleys, Inc. for outstanding efforts in stream valley preservation in Delaware; Outstanding Merit Award, Delaware State Park Commission for competence and exceptional efforts; and National Campers and Hikers Association award for outstanding service in Park Management.
